What is so hard to understand about all of this? I don't get it. There's no reason to doubt his story and there are definitely no grounds whatsoever for casting aspersions, yet some people are out in force to do it.

All the police reports that have been filed have been about unverifiable events.  From what I understand, the neighbor didn't file a report.  And the cops investigated the reports, found zero evidence for them, and closed the investigation.   

But when it comes to the one part of the story that could be  verified, a telephoned death threat, Art refuses to file a police report about it.  Why would a man who says a lunatic has been shooting at him refuse to file a report about someone calling him sand saying he's going to kill him and his family?  I can only think of one good reason - there was no such call, and Art doesn't want the cops investigating it for that very reason.
