The card issuing company (typically a bank) splits the money Visa or MasterCard or whoever charges the vendor when someone uses their card.  And it really adds up - take a look at Visa's revenues.

So they offer cash back, miles, anything to get you to use their card

The sports teams around here issue them, at least some of them do.  I've seen offers from the Rolling Stones to carry a card with their logo on it.  I think if a non-bank issues them they partner with a bank and share the interchange income. 

Maybe BellGab or the GabCast should offer a card...
