There are training programs out there that certainly train people to work together.  Aside from that, and weighing the risks of life and limb and liability, there are a bunch of people out there that would accept those risks in light of an armed threat.

    Until someone does something illegal, and loses that Right through the courts, he is FREE to purchase/use whatever is lawful for him to purchase and use.
