Short answer:  because that was Bush's plan with the Constellation program.

Obama cancelled Constellation. Now we are still building the SLS rocket and the Orion capsule, but we don't know where they are going yet, but we know they aren't going to the moon because that was Bush's plan.

Problem isn't in that we can't go get it, it's in that we haven't developed the technology to use it yet. In reality, we probably won't need it.
