I'm not quite sure what this is all about (and I can't be bothered to hunt around) but 60-70 years ago the a often sounded like an e. For example 'back' would sound like 'beck'. At least in the south where all the best people live. Now the vowel has gone further back whereas before it was placed further forward. For an example listen to Celia Johnson in the film Brief Encounter. So Pall Mall would have sounded very much like pell mell.
