I think it's something Art ''I never lied to you'' Bell cooked up for her to repeat every chance she got.

The emotion and fear in her voice the night she took over sounded very real to me.

It's been a while since I listened to that episode, I mainly recall the announcement of the shooter, the call to the cops, and her utter deer in the airwaves lost presentation.

Yeah, that was odd.  I remember hearing her on the Gabcast and she sounded alright, even good.  Then when she took over MITD from Art, her voice rapidly went to sounding fake as hell and the vocal fry started.  Maybe coz someone complained about her voice, and she tried too hard to change it.  I wonder if she ever got professional voice lessons?  If so, that vocal coach is in the wrong profession.
