Wouldn't that be some form of extortion? I'm mean if you owe some money to someone, or rent there are other ways to get that without the above mentioned kneecapping.

It`s only a crime if someone complains to the police about it (thus, establishing a victim"). In Hastert`s case, he never complained, so....LE views it as a business arrangement entered into by two mutually agreeable partners. No crime.
