You can either put in a threshold (if there isn't one now), or you can install a door sweep on the door.  You can get one that fits the bottom of your door (You will have to remove the door to install it), or you can get one that you can attach to the outside of the door.  Be sure to measure the gap before you go to Home Depot.  Since you live in a rented apartment, you should check with maintenance first. Another option you have which would probably be more effective is to use a door draft blocker.

I am using a stuffed bean bag kitty thing but it doesn't cover all the way across and I have to keep opening and closing the door for the cats.
Maintenance and the manager said I can put a draft blocker on if I want but I didn't know what it was called.
I had no idea you had to remove a door to put a door sweep on.

You don't need to remove the door to install weather stripping.  For certain types of door sweeps you do.  Do you have a Bed Bath and Beyond nearby?  My folks use one that looks just like that.  They live in Montana where it gets ^&%$%# cold.  They said it works great.
