And if we need to "outsource" I'd rather it be war and violence, than jobs or prosperity. 

Back to the subject Cheney, and other "evil" geniuses, have their place and time. Arguably- though one would now be shot for it- one could make an argument that even the Socialism of the Italian and German Nationalist variety was historically a better thing than the Communism it was formed to fight. If we just compare body-counts. But like all utopian or idealist authoritative government models it got out of control.
