For the even more conspiratorial there is an idea that "they" must allow it or want it. Opinions differ if it is ACtUAL power or just a perverse power-trip or weird philosophical deal but the idea is 'telling' people what is going to happen" gves them power and/or also means people accept it "see, we told you" so cnsquences are put on the victim. Now that Cops has been cancelled I’m imagining a new woke reality show to replace it. It’s a gotcha show called Racist Racists Engaging in Racism. Basically, we pretend to be racists to reach out to other racists online. Once we gain their confidence we arrange for a meeting and then BAM! we let them know that not only aren’t we racist but that they are the scum of the Earth. However, we don’t stop there. We then reveal the racist’s name and address and then we’re there live to record the beating/murder as it happens. What could go wrong?! It’s all for a good cause, right?

The city government. I presume the put it up? Either they didn't secure it well enough (and it toppled when being pulled), or they secured it too well (requiring too much force to pull it down and putting individuals at risk.) Also, they chose the material (likely not Styrofoam) and they chose to put up a statue of a horrible man they knew would one day rightfully be toppled.

There is no doubt in my mind that they city is responsible for that man's injuries or death.
