The whole idea, besides the main idea, is obfuscation and disinformation. And, if needed, sacrificing some fallguys and take attention away and 'problem solved.' Not saying this is, but that is the normal way of operation(s) (and many countries, organizations, use it but due to temperament, or whatever, 'some' excel at it.)
