Not exactly.  As a collctor and curator of certain Americana, collectables, and holiday decorations, among other things, Falkie has a discerning eye for things that may be of use someday and are too good to throw out.  After cleaning, straightening, and throwing some trash out in the run up to his last planned inspection, he has plenty of room to store more things. 

Being a self-described poor man, a man that appreciates donations and surprises, Falkie likes being surrounded by things he's been given, gotten for free, or purchased at a greatly reduced price.  Who doesn't.  Like a team with too many good players to play on the field at the same time, having too many treasures for one apartment at inspection time is a good problem.  Think of the pride you'd have seeing Falkie on video before an upcoming inspection needing to clear a path by trying to find space to store something you'd given him that you no longer need.
