My money is on Obama kicking off the midterm campaign on a populist bent.
(Unemployment benefits, job training programs, mental health evaluation funding, infrastructure repair, and getting the rich to pay for the privelege this nation has granted them.)
Then he'll expand it to a sense of inclusivism:
Immigration pathway to Citizenship, same-sex marriage, and end to marijuana prohibition (more likely phrased as a state's rights issue)
The minimum wage decree he leaked is the first glimmer.
T-2 hours.  Boy I hope I don't get Bam Boilerplate.  Daddy needs a little Hope and Change.

Since the percent of Americans who disapprove of his various policies are usually in the 60-70% range (depending on the policy), and over 60% in a recent poll no longer either trust him or think he has the ability to make good decisions, he needs something.

I'd recommend backing off the Marxism, thuggy Chicago style politics, and showing a little more respect for our country and the Constitution, but that seems doubtful
