I was also thinking on the father's side since it is obvious that many, if even identified, won't pay or support their kid. I think there is a chemical version of the old 'nip' and even that can be reversed (though, I wouldn't trust it.) If on public assistance or proven track-record of child abandonment or abuse why not on that side. The sire can make more offspring than the mare?

JS, you, everyone is correct that schools are important because they Effect the children and then, later society. That is why historically it has always been a key thing. Interestingly the Catholic immigration was a big push for public schools in the USA. But, now, arguably, one can get a better education in those than in our current public schools (using the American term for public schools- not the UK version which are what we would call private but still used for the same purposes.) Heck, even in "socialist" France almost ALL of the high officials and politicians attended certain "Ecoles." Likewise the "champions" for public schools here, like Gores, Obama's kids, attend a Quaker school. It is ridiculous. Devolve education to independent school districts, States, parents, churches, whatever (within certain limits and experiment and allow poor people to get a decent education also.)

Actually he is right, MD.  What is taught in schools is part of the problem but the largest part of the problem is the people we are putting in schools to teach children. Many are leftist sycophants.  Until that changes, it will be more of the same.  Don't expect it to happen anytime soon.
