In other words, they have to show something they received in the mail in order to vote, and have to have ID in case it's questioned.

You wrote that about Canada, not me.  All I did was clarify we don't have anything like that.  All we're asking for is some validation the person is a citizen when they register, and they are who they say they are when they vote.  It sounds like they do that in Canana from your own post.  Which you now don't seem to remember posting a few minutes ago.

I don't know about the motor voter in California, but otherwise they appear to be the exact same.

In Canada there have been rare cases where voter cards were stolen from community mail boxes and I'm pretty sure no process was put in place to heighten scrutiny of voters.

That's correct.  Do you think only US citizens can get a job here?  Non-citizen workers receive SS numbers in order to legally get jobs.

In California anyone can get a drivers license.  They encourage illegal immigrants to get one so they can get insurance, and be covered.  The DMV even has, or did have when the law was first passed, special hours and days that only serve illegal immigrants because there were so many signing up.  And all of then got the same driver's license form with the voter registration that everyone else gets. 

So you tell me where in the process non-citizen Green Card holders and illegal immigrants get screened out of the voter registration process.

In Canada an identity card and a drivers license are interchangeable.  ID cards are obtained by people who don't have drivers licenses.  I was in my 20s when I obtained my drivers license, and, if I recall correctly, I needed to show my birth certificate to obtain my ID card, but I didn't have to show anything official to get my drivers license. 

Of course, although Canada has many non resident citizens, we don't have many illegal aliens.  I'd presume in both Canada and the U.S that if a non resident citizen registered to vote and then voted that that would be grounds for deportation, so I'm not really sure that is a big concern.  Non resident citizens want to obtain citizenship (most of them, anyway) and so, have a strong incentive to obey the law.

I can't find it specifically mentioned, but fraudulent voting is a crime in Canada and a permanent resident (non resident citizen) can be deported from Canada for being convicted of a crime: http://www.cleo.on.ca/en/publications/mentill/how-criminal-conviction-can-lead-deportation
