And what happens when IQ is strongly correlated to DNA and so individuals, maybe whole races, might have naturally higher ones? Will school systems be designed differently? Can employers make prospective candidates take a test? Discrimination? A defense in a legal case?

Get a bunch of normal subjects.  Hook the electrodes to them.  Have them talk, preferably reading the same prepared scripts.  Then associate the EEG with the scripts.  That's what the brain is saying when they're saying these things.  Voila, computer-read brain talk.
