Well, not quite but a method of reinforcing remembering to the audience and rhetoric and also a sales, lawyer, etc tactic or, in the negative, nagging. There are all kinds of versions and much speculation online about Trump on how/where it would fit and if intentional or just a mannerism (or used as, instead of the awkward ummm, allow time for thought before next statement.) They did that extremely well. You got arguably the best Republican speaker giving a 20 minute hell and brim fire speech. You have a couple minutes of music to bring the crowd down after him. You have the Emperor King make a grand entrance and introduce his wife. She does a great 10-15 minutes.

They're using this guy as cannon fodder. He doesn't know what he's doing and they sucked all the energy out of the room before him. The crowd thought the show was done and was up and moving when this dude came out. This dude is being thrown to the wolves for some reason.
