So now Sacramento's politicians are paying extortion money to gangs?

I don't think any culture/race throughout history has been perfect but the various Plains Indians (and, of course, the Natives south of our- now- border) were particularly brutal. ISIS and other Muslims likely study some of their torture and rape techniques.

ps: also note despite the "savage" idea that several tribes cleverly played the various European invaders/settlers against each other and would use them to take out their enemy. That is not something that backward or stupid people would do but shows that they recognized enmity and political differences between certain invaders and used this to to help their own territorial ambitions, enact revenge on rival tribes, consolidate their power, etc. (Of course this was also used by White Devils as a divide and conqueror strategy that ultimately would result in 'European' victory.)
