I've watched interviews of his from the 80s. He wasn't this stupid. Bombastic, sure, but not this nut-achingly stupid. His reasoning power is greatly diminished. He literally can't finish a thought in that interview.

It's called political patronage.  Every President has about 4,000 positions within the federal government to which he makes appointments.  About 1,200 require Senate confirmation. 
Would you expect him to appoint members of the opposition party to these posts?   Maybe he should appoint Meryl Streep to something.

Pam Bondi has been cleared by an ethics committee.  Besides that she's kinda hot so fuck off.
