Do your homework. Or read my posts to 30octavefart.  The jobs were saved. The plant was supposed to close and lose 2100 jobs. Trump said he saved 1000 jobs.  People got laid off. Plant is still open with 1100 people employed. And Carrier paid back some previous tax breaks to the city. Major fail if you ask me.

Nothing to do with setting staffing levels by the state. It's economics. The firm cannot afford to pay US wages with the level of staff it used to have and keep it's balance sheet solvent.. That isn't Carrier, that's every firm. But Carrier (like others) will not employ Americans in American based firms if they can do it cheaper and just as well abroad. Coupled with increasing automation, the employment levels will only go one way in high paying skilled manufacturing jobs.
