What's missing is who is to blame.

California was once the best state in the union, taking everything into consideration - education, infrastructure, taxes, opportunity, environment, climate, government efficiency, crime, etc.  Truly the Golden State.

People fleeing crime, taxes, bureaucracy, and all the rest moved here by the million.  And voted Democrat, same as they had back home.  Which ushered in typical Democrat policies, ultimately giving California the same problems they supposedly had left behind.

Both houses of the Legislature have been held continuously by the Ds since 1970, except for two years.  The last Republican governor 1999 (other than Arnold Schwarzenegger, who was in way over his head and completely ineffective) left office in 1999.

This One-Party rule and their unchecked policy failures have turned the once Golden State into a Banana Republic

No one located anywhere in, or even near the flood plain needs to be out, getting out, or growing gills.

I thought they dropped the lake level like 20 feet and it quit raining and now all they need is $200,000,000 to repair the spillway and erosion

I'm  now on old phone so can't search for source or law but one of things post 911 is that public data on 'critical infrastructure' was curtailed. Dams, bridges, etc. There is still some info out there but not as easily obtained. There was a dam failure here a few years ago n data hard to find. Interestingly I seem to recall that voting and internet was recently deemed "critical."
