Summary:

the agreement consists of four major points:

The United States and the DPRK commit to establish new US-DPRK relations in accordance with the desire of the peoples of the two countries for peace and prosperity. [DPRK stands for the Democratic People’s Republic of Korea, the formal name of North Korea.]

The United States and the DPRK will join their efforts to build a lasting and stable peace regime on the Korean Peninsula.

Reaffirming the April 27, 2018 Panmunjom Declaration, the DPRK commits to work towards the complete denuclearization of the Korean Peninsula.

The United States and the DPRK commit to recovering POW/MIA remains including the immediate repatriation of those already identified.

North Korea has been under strangulating sanctions for years. His people are literally starving to death. What little money NK had went to build his nukes and missiles. He has his nukes and ICBMs.  NK is now a nuclear power. Kim fears a military coup. He needs to feed his people and get some aid and imports/exports to help strengthen his position at home  Of course he will agree to anything. For now

Just a little reminder for you history buffs and to put some perspective on this historic agreement:

In 1992 NK signs an agreement to not develop nukes and lets IAEA inspectors in (Bush I)

In 1994, NK threatened to withdraw from the NPT. U.S. (Clinton) offered some aid to NK if they froze their weapons grade plutonium development.  This  signed agreement lasted until 2003.

In 2003 NK declared they were withdrawing from NPT and kicked out the inspectors.

2005 NK and five other countries, including US (Bush II) signed an agreement for NK to abandon a nukes program

Although an agreement was signed, no agreement was ever made for inspection and verification. In 2009 NK announced they were not going to continue talks and wasn't required to hold to that signed agreement. 

In 2018 NK and US (Trump) sign an agreement ...

So far the only thing new is a photo op

4a. Do you want Kim to keep what he has? Do you want dismantling and stop any future nukes? What about continuing to build ICBM's? On site inspectors from IAEA?
