Probably reflections from squad cars. He was key-holed up in there. All they could see was cordite smoke.

KEY-HOLING, for those unfamiliar means to be behind one or two and rarely three pieces of wall or furniture while shooting. Say a thick wooden table that you've cut a hole in or a wall, etc. It limits field of view but provides protection from return fire or at the very least it hides the muzzle flash of the weapon. Snipers are most famous for using it but it's useful in any over-watch position such as the one he had on the 32nd floor. It gave him a few more minutes to lay waste before they located the source of the fire.

Why is there a 13 on his neck in the pix of him where his eyes are closed - he must be in league with Lucifer.   Why didn't the police swoop in with a helicopter and blast  the room to kingdom come or alternatively, "Isn't Nellis AFB nearby?  Why didn't the Airforce zap the room?"

I had one of those for my Green card!    I can point to several stupid laws in the UK too. Some that are contradictory that make no sense or overlook the bleeding obvious. But the UK has had centuries to build up a filing cabinet of them so some are bound to be obsolete.

Depending on the State, I hate to say but, you could get a gun legally with a 'green card.' There is some weird things in this regard and some State laws differ in what kind, where, etc but, generally, if you are a legal resident you can purchase or have. But you would likely have better luck just being an illegal and going to the street or, in some cases, Obama's ATF to obtain some. Cheaper, sometimes even free.
