I am not engineer but that initial clip looked like me sealing up some cracks in rockwork or a driveway, hardly something for a dam. It was like "Flex Seal" from MeTV commercial. Geez. They could, at least, hire some of those Irish-Gypsy gangs and get that dam resealed and fixed because "they were just working on another neighbor's dam and have some excess material."
