The delay is not long enough for that and it was only art's voice that had a echo to it. My guess is that he was using some external speakers that made the microphone pick up art's voice on skype.

The 30-second delay is just long enough to create a level of uncertainty when you call RCH during his opening monologue if it was actually your call that interrupts his train of thought.

My head just stopped exploding after that 90 minutes of madness and shame.  I think the Dr. was justifiably a little pissed at Art...especially after Art invited him back to discuss "things he knows about"! Whoa, daddy. (I think Art didn't mean to say it that way).

Yeah but what I meant is that the echo was caused by a delay of less than one second, so it could not have been from his radio/device.
So I think the echo was because the audio from the skype call itself bleed over and was picked up by his microphone. Might be that he had some external speakers for the call that made the mic pick up it up.
