-Chemtrails?
-Ash from Russian volcano?
-Residue from meth-lab's exhaust (it is Spokane after all)?
-Ash from crop burn-off (I forget when the wheat farmers burn off stuff?)

Might be dust, I know when I was living in Naples,IT, every summer we would get dirty rain. Basically it was dust and sand picked up from Africa in big thunderstorms.
