For fuck sake, they barely knew each other...Ramona wasn't even "cold" yet. She was 22 years old when she married him...Art was what?...almost 40 years older than she was?

Arguably. But also to have a common language amongst the organization that spanned many countries that spoke different languages. And to keep all the vast organization "on the same page" ceremonially and doctrinally. Many royal court and diplomats spoke French, not the native language necessarily, for the same reason. Now days things like using New York Law for rules in international contracts or using English in international organizations is common.
