Thanks, when I saw these posts I wondered if they might be around Xi'an, Emperor Qin liked big building projects (terra cotta warriors, his own huge tomb/pyramid - still unexcavated, massive city walls, etc)

In addition to that unexcavated tomb, China is still digging up and preserving more terra cotta warriors.  Their country has so many archaeological sites to excavate and preservation projects to work on that it's overwhelming. 

Perhaps the thinking is to downplay these other pyramids and make the area(s) off limits in order to hopefully contain unauthorized digging and looting.

In the not so recent past local people didn't value historical sites.  Didn't think much about it, just lived their lives in and around them.  Even carting off pieces to build elsewhere, things such as homes and fences.  That's not unique to China, much of the ancient world was like this until fairly recently.  Heck, here in the US - right here where I live - we're still bulldozing Native American sites and building over the top of them
