Now THAT is scary - and OF COURSE they knew how it would look!  That's part of architecture. I can't say i know they thought of the symbolism - but they DID know how it would look.

For a second I was hoping for their sake that it wasn't the "bad" swastika, because I can never remember which direction corresponds to which.  But, yah, after checking again, they screwed the pooch on this one.

Actually, while it's less common to go this way, you'll find them going both ways in legitimate use.  But I think the landscaping and solar pannels are a good idea.

Yah, I realize that hence another reason for the "bad".  I kinda feel for the Hindus and Buddhists, since their sign now has that rep.
